In 1987, Norton staked its future on an engine with no reciprocating pistons: a 588 cm³ Wankel twin-rotor inherited from the research David Garside had led at BSA. From that gamble came the Classic, built in 100 examples, the water-cooled Commander (253 units, 85 hp) and the Spondon-framed F1, 95 hp and just 140 machines. At the 1992 Senior TT, over the 60.7 km of the Mountain Course, Steve Hislop beat Carl Fogarty by 4.4 seconds and gave the marque its first TT win since 1973. Soon afterwards, debt and a string of takeovers swept the rotary programme away.


An engine with no pistons, born at BSA

The Wankel engine has no piston moving up and down, no connecting rod, no valve: a triangular rotor spins inside a chamber shaped like a flattened figure of eight and does all the work. Few moving parts, a disconcerting mechanical smoothness, a thirst for fuel and heat that is hard to get rid of. That is the object British industry decided to tame at the end of the 1960s, when BSA hired David Garside, in 1969, to build a motorcycle engine on the rotary principle, starting from a German Fichtel & Sachs single-rotor unit.

The project survived the collapse of the British industry, passed from BSA to Norton Villiers Triumph, and ended in a 588 cm³ twin-rotor cooled by air, with an in-house trick: the intake air passes through the inside of the rotors before being burnt, which cools the engine from within. This was a long way from the big vertical twins that had made the marque's name, such as the 1967 Norton Commando, and a long way too from the Japanese recipes that, at the same time, were redrawing the motorcycle with machines like the Honda CB750 Four. Norton, bled dry, chose the opposite of the consensus: the technological gamble.


The British police, a full-scale test bed

Before it was ever sold to the public, the Norton rotary went into service with the law. The Interpol 2, built from 1984 to 1989, was never offered to private buyers: it went out only to fleets, to British civilian police forces, the RAF Police and the RAC. Around 350 examples left the factory, powered by the air-cooled 588 cm³ twin-rotor putting out around 85 hp.

The choice was anything but a footnote. A police machine covers a lot of miles, often idling, often cold, and the feedback was brutally honest: the rotary proved smooth, quiet and torquey, but it also brought out cooling and apex-seal problems. It was those miles, piled up in uniform, that gave Norton the confidence to try the civilian adventure. And, without knowing it, the British police also provided the basis for the future racing machines: the first competition engines were taken from that Interpol stock.


Classic, Commander, F1: the road-going rotaries

The first Norton rotary sold to the public was called the Classic. Unveiled in 1987, it was built in just 100 examples, with the air-cooled 588 cm³ twin-rotor — 79 hp and some 200 km/h flat out — and deliberately restrained bodywork: a conventional frame, twin shocks, English roadster styling. The engine was the only eccentricity, and it was enough to make the Classic a sought-after curiosity.

Then came the Commander, built from 1988 to 1992 in 253 examples. This time the twin-rotor was water-cooled and claimed 85 hp at 9,000 rpm along with 75.4 Nm at 7,000 rpm. It was a faired tourer, offered in P52 police and P53 civilian versions, with panniers built into the bodywork and a good many parts borrowed from the Yamaha XJ900 (wheels, fork, brakes, instruments). Comfortable, hushed, free of vibration: the Commander won over high-mileage riders, but its price of around £7,600 put it up against fearsomely rational Japanese machines.

The road-going peak arrived in 1990 with the F1, a direct offshoot of the racing machines. Spondon aluminium perimeter frame, around 95 hp at 9,500 rpm, some 190 kg dry, a top speed of about 230 km/h, and above all the black and gold John Player Special livery, copied from the works bikes. It cost almost £12,700, more than a Japanese homologation superbike such as the Honda VFR750R RC30, and only around 140 were built up to 1991, followed by a simplified F1 Sport in some 70 units. At that level of rarity and strangeness, the F1 joins the very closed club of obsessive-engineer motorcycles, alongside the oval-piston Honda NR750 or the Münch Mammut.

Brian Crighton and the black and gold rocket

The story turned thanks to one man: Brian Crighton, a former racer who joined Norton in 1984 before moving to the design office. He worked out that the rotary was choking on its own cooling, since the air drawn in first served to cool the rotors before feeding combustion. Working evenings and weekends, he developed an exhaust ejector : the burnt gases create a depression that pulls cooling air through the engine and finally frees up the intake. Power jumped from around 92 hp to 120 hp on the first Interpol engines. Management, sceptical, eventually let him get on with it.

As early as 1988, the machine was winning national races: Andy McGladdery took the RC588's first win at Carnaby in August, Trevor Nation followed up at Mallory, Cadwell and Darley Moor, then Steve Spray won twice at the Powerbike International at Brands Hatch in October — under the eyes of a John Player marketing executive. In 1989, John Player Special became title sponsor: the Nortons took back the legendary black and gold, and Spray won the British TT Formula One championship ahead of Terry Rymer (Yamaha OW01) and a certain Carl Fogarty on a Honda RC30. The water-cooled version, the RCW588, would go beyond 130 hp, with peaks quoted at around 140 hp on fast circuits thanks to the effect of ram-air.

The howl of this bike, continuous, without a hitch, without the chopping of a four-stroke or the shriek of a Yamaha TZ750, became one of the most recognisable sounds in British motorcycle sport. Trevor Nation, Robert Dunlop, Ron Haslam, Terry Rymer and Ian Simpson would all ride these machines.


1992 Senior TT: Hislop versus Fogarty

The Tourist Trophy is the final arbiter of British motorcycling. Over the 60.7 km (37.73 miles) of the Mountain Course, between stone walls and kerbs, no bike cheats for long — that is what makes the reputation of this extraordinary race, the one where Joey Dunlop built his legend.

In 1992, the Norton team fielded the Scotsman Steve Hislop on the racing rotary, designated NRS588 and dressed in the light colours of sponsor Abus. Facing him, Carl Fogarty rode a Yamaha OW01. The Senior TT was run over six laps, more than 360 km. The two men swapped the lead lap after lap without ever being more than eight seconds apart; Hislop first improved the lap record, before Fogarty raised it to 123.61 mph (around 198.9 km/h average over a lap), a mark that would stand until 1999 and Jim Moodie's lap.

After 1 h 51 min 59 s of racing, it was Hislop who won, by 4.4 seconds, at more than 121 mph average — a new race record. Robert Dunlop completed the podium on another rotary Norton. It was Norton's first TT win since 1973 and Peter Williams's success in Formula 750, and its first Senior since 1961, the year of the triumph of Mike Hailwood on the Manx. Readers of the specialist press would later vote this Senior the greatest race in TT history.

The capacity quarrel

How do you measure the capacity of an engine with no pistons? The question poisoned the whole adventure. Norton quoted 588 cm³, matching the volume swept by the chambers. Its rivals replied that a rotor completes several cycles per revolution and that comparison with a conventional four-stroke makes no sense.

The FIM first ruled by applying a coefficient of 2, i.e. 1,176 cm³ — which shut the Norton out of the 750 and 1000 classes — before softening its position with a coefficient of about 1.7, bringing the machine down to 999 cm³, under the fateful limit. No figure ever won unanimous agreement, and the rotaries lived under a permanent regulatory threat, between imposed ballast and committee debates. To be fair, the RCW588's real power put it in the pack of the 750s of the day, not above them.


The fall, then silence

The 1992 win came at the worst possible moment. Norton was buried in debt, motorcycle production had shrunk to a trickle, and the company changed hands again and again: restructurings, foreign capital, then the sale of the factory to Wildrose Ventures in 1993, followed by the break-up of the assets. Short of money, the works team disappeared and the rotary programme passed to private outfits.

The last stand came in 1994: Ian Simpson took the Superbike crown in the British championship — the British Supercup, forerunner of the BSB — on a rotary Norton entered by the Duckhams team of Colin Seeley, with Brian Crighton as chief engineer. No rider had yet won that title on a Norton. The following year, changes to the regulations ended the racing career of these machines, shut out of the grids for good. Road production, for its part, died out with the last F1 Sports.

What remains is a mark impossible to erase: a dying British marque that, with an engine nobody else had managed to make a winner, beat the best Japanese factories on the hardest circuit in the world. An underdog story that recalls that of the Britten V1000 : a handful of enthusiasts, an idea against the grain, and a win still talked about thirty years later.
